Freshwater Management Tool developed from US-EPA process-based model package modified by Healthy Waters for application to New Zealand. </SPAN></SPAN></P><P /><P STYLE="margin:0 0 0 0;"><SPAN><SPAN>Baseline outputs have undergone external peer review and are reported on Knowledge Auckland.</SPAN></SPAN><SPAN><SPAN>Baseline water quality layers will be updated on an ad hoc basis to align with updates to Freshwater Management Tool.</SPAN></SPAN></P><P /><P STYLE="margin:0 0 0 0;"><SPAN><SPAN>Baseline w</SPAN></SPAN><SPAN><SPAN>ater quality assessed continuously (15-min simulation timestep, daily output, multiple-year period). </SPAN></SPAN></P><P /><P STYLE="margin:0 0 0 0;"><SPAN><SPAN>Freshwater Management Tool developed to supplement observational records with continuous data about event and long-term variation in flow, contaminants and contaminant sources to receiving fresh and coastal waterways. </SPAN></SPAN></P><P /><P STYLE="margin:0 0 0 0;"><SPAN><SPAN>Urban and rural resource use simulated for hydrological and contaminant responses from land to water under varying weather (e.g., variation in rainfall intensity and depth, inclusive of varying antecedent conditions). Inclusive of predicted wastewater network contaminant discharges at engineered overflow points based on six of Watercare’s strategic wastewater hydraulic models (type 1 and 2 overflow events at Waiuku township and Army Bay, Mangere, Pukekohe, Rosedale and Warkworth strategic management areas).</SPAN></SPAN></P><P /><P STYLE="margin:0 0 0 0;"><SPAN><SPAN>Modelled instream processes include nutrient transformation, deposition and resuspension of sediment inputs and erosion of stream channel. All hydrological and contaminant inputs from land integrated through a modelled reach network from mountains to sea, demonstrating cumulative effects of resource use on flow, contaminant concentration, contaminant load and contaminant grade.</SPAN></SPAN></P><P /><P STYLE="margin:0 0 0 0;"><SPAN><SPAN>Continuous instream time-series for contaminant concentration converted to daily flow-weighted average concentration prior to assessment for numeric attribute state under national (MfE, 2020) and regional objective guidance (Gadd et al., 2019). Most degraded of corresponding numeric attribute states assigned as overall attribute state to each modelled reach (e.g., A, B, C, D or E where A is least degraded and E is most degraded – note only </SPAN></SPAN><SPAN STYLE="font-style:italic;"><SPAN>E. coli</SPAN></SPAN><SPAN><SPAN>includes an E state, all other contaminants graded from A to D). Attribute states reported for five-year baseline period (2013-2017) in line with requirements for National Policy Statement for Freshwater Management. </SPAN></SPAN></P><P /><P STYLE="margin:0 0 0 0;"><SPAN><SPAN>Attribute states reported for nutrients (total oxidised nitrogen, total ammoniacal nitrogen, dissolved reactive phosphorus), faecal indicator bacteria (</SPAN></SPAN><SPAN STYLE="font-style:italic;"><SPAN>E. coli</SPAN></SPAN><SPAN><SPAN>) and heavy metals (dissolved copper, dissolved zinc).
